Allow errors in base64 encoding

When (a part of) a message is encoded in BASE64, Alpine uses a filter to decode this part. If any errors are found in this encoding, then Alpine does not display any text at all, displaying instead a message saying that an error in the encoding was found.
This patch changes the behavior of Alpine. In this case, when an error is found Alpine will stop using the filter, and display the rest of the text "as is".
This behavior is desirable, since the usual form of error is by appended text at the end of a message (like an advertisement or notice added by an agent that was not aware of the original encoding of the message).
